Pisa enforces a strict ZTL covering Piazza dei Miracoli, the medieval quarter and the Lungarno river streets. Cameras read every plate; only resident permits and pre-authorised hotel guests are allowed. Outside the ZTL, blue zones charge 1.50-2.20 euros/hour, white zones are free for residents only.

The closest legitimate garages are 4-8 minutes walk from Piazza dei Miracoli. All accept cards; pre-booking on Parclick saves 20-40% on day rates.
Massive park-and-ride at the city edge. 2 euros all day INCLUDING free shuttle (LAM Rossa) every 10 minutes to Piazza Miracoli. The cheapest legitimate option in Pisa.
Underground 24/7 garage at Pisa Centrale station. 6-minute walk from Piazza dei Miracoli via the LAM Rossa bus or 25 minutes on foot. Card-only payment, height limit 2.10 m.
Open-air paid lot 5 minutes walk from Piazza dei Miracoli. Capacity 250. Slightly cheaper than Saba garage and covers the bulk of tour-bus arrivals between 09:00 and 16:00.
Underground garage in Piazza Cairoli. 7 minutes walk to the Tower, 4 to the river. Used mostly by hotel guests at central B&Bs. Pre-book on Parclick to halve the day rate.
Open-air lot on Via Brennero, 8 minutes walk through the medieval streets to Piazza dei Miracoli. Friendly attendant, capacity 180 places. Often has space when other lots are full.
Free parking is rare close to the centre but exists at three reliable locations. None are signposted from the highway, so screenshot before arriving.
Free unrestricted street parking 12 minutes walk west of Piazza dei Miracoli. Capacity around 70 spaces. Almost always has room except August.
Free dirt lot behind the cemetery. 6 minutes walk to the Leaning Tower. Capacity 200, fills only on summer weekends.
Free lot on Via Cesare Battisti far end. 12 minutes walk. Mostly used by locals shopping at the daily market.
Pisa uses MyCicero (the official Tuscan parking app), EasyPark and Telpark. Coin meters were partly retired in 2024 but some remain on the periphery.

The Pisa Comune extended the ZTL camera coverage to Via San Marco (north of the Tower) in March 2026. Pietrasantina P+R upgraded its fleet of LAM Rossa shuttles with 8 EV buses. Saba Stazione raised hourly rate from 2.20 to 2.50 euros but kept the 22 euros daily cap. New combined ticket: 5 euros covers Pietrasantina + LAM Rossa + Tower entry.
No – the entire Piazza dei Miracoli area is inside the ZTL. Drive-in fines start at 92 euros plus a rental admin fee. Park at Pietrasantina P+R (2 euros) and take the free LAM Rossa shuttle.
Pietrasantina P+R at 2 euros for the whole day, including free shuttle to Piazza dei Miracoli. Brennero is the cheapest paid lot inside the city at 12 euros drive-up.
Free street parking exists at Via Lalli, Via Andrea Pisano and Park Sant'Antonio – all 8-12 minutes walk to the Tower. Blue zones are paid 1.50-2.20 euros / hour. White zones are residents-only and tourists risk tow + fine.
