Rome's ZTL (Zona a Traffico Limitato) is the largest restricted-driving zone in Italy, covering the entire historic centre and most of Trastevere. Driving in without authorisation triggers an automatic fine of €83-323 / $90-352 per camera crossed. The smart move: park outside the ZTL at Saba Villa Borghese, Parking Vaticano or Termini, and take the metro or walk in.
Rome has six active ZTL zones plus a few seasonal ones. Each has its own active hours. ANPR cameras read your number plate at every entry; if you're not registered, you get a fine by post (sent to the rental company or your home address).
| ZTL zone | Active hours | Camera enforcement |
|---|---|---|
| Centro Storico | Mon-Fri 06:30-18:00, Sat 14:00-18:00 | 24/7 cameras, fines only in active hours |
| Tridente | Mon-Sat 06:30-19:00 | Active 7 days during peak season |
| Trastevere | Mon-Fri 06:30-10:00 & 14:30-18:00, plus night ZTL Fri-Sat 21:30-03:00 | Yes |
| San Lorenzo | Fri-Sat 21:30-03:00 (night only) | Yes |
| Testaccio | Fri-Sat 23:00-03:00 (night only) | Yes |
| Monti / Via Cavour area | Mon-Sat 06:30-18:00 | Yes |
Authorised drivers include residents, taxis, electric vehicles (free), motorcycles in some zones, and visitors staying in centre hotels (the hotel registers your plate with the police).
The trick is to leave the car a metro stop or two away from the centre, then walk in. Five lots stand out for safety, price and proximity.
Underneath Villa Borghese park, right next to Spagna metro station. 10 minutes' walk to the Spanish Steps, 15 to Piazza Navona. Pre-book on Parclick for big discounts vs counter price.
Under Termini central station. Metro A and B link you to anywhere in the centre in under 15 minutes. Ideal if you arrive by train from Florence or Naples.
Underground car park 3 minutes from St. Peter's Square. Best for Vatican visits, less so for Trevi or Pantheon (still 15-20 minutes' walk).
Free park-and-ride lot at EUR Magliana metro station. Metro B reaches Colosseum in 15 minutes. Best for day trippers willing to take public transport.
Under Tiburtina station (Metro B and high-speed trains from Bologna / Milan). Reasonable price, easy in and out by car.
Pre-book your spot outside the ZTL and save 30-40 % vs counter rates. Compare all Rome ZTL-safe car parks in one search:
Compare Rome parking on ParclickGenuinely free street parking inside the centre is almost non-existent. There are two strategies.
EUR Magliana, Anagnina (Metro A) and Laurentina (Metro B) all have free park-and-ride lots if you buy a metro ticket. 15-25 minutes to the centre by underground.
Inside the city limits, parking with white stripes is free. They're rare inside the GRA ring road and almost unheard of in the historic centre — but you can find them in residential pockets in Prati, Trionfale, Aventino.
Three options outside the ZTL: EasyPark, MyCicero / Telepass Pay, and the coin parchmeters.
Used across Rome. Register, link your plate, pay by the minute. Service fee ~€0.15 / $0.16 per session.
MyCicero is the city's preferred local app; Telepass Pay works if you already use Italy's motorway transponder system.
Every block has one. Coin or contactless card (most have been upgraded since 2024). Take the printed ticket and place it visibly on the dashboard.
| Violation | Fine | What happens |
|---|---|---|
| Entering ZTL without authorisation | €83-103 / $90-112 | Camera captures plate, fine posted |
| Each additional ZTL crossing | €83-103 / $90-112 | Per camera, not per zone |
| Parking on yellow stripes (vado/disabled) | €165 / $180 + tow | Immediate removal |
| Parking on blue stripes without ticket | €42 / $46 | Fine, no tow |
| Rental company admin fee per fine | €30-50 / $33-55 | Forwarded to your home address |
Park at Saba Termini or EUR Magliana, take Metro B (1-2 stops).
Saba Villa Borghese is the obvious choice — short walk through Villa Borghese park.
Park at Lungotevere de' Tebaldi (paid blue stripes) or near Saba Termini. Trastevere has its own ZTL during peak hours.
Parking Vaticano under Via della Conciliazione is the closest option.
Some free white stripes around Piazza Santa Prisca. Watch for the night ZTL on weekends.
From January 2026, Rome added a “ZTL Notturna” extension to Monti and a small EV-only access lane in Centro Storico. Fines for unauthorised entries rose by ~5 % on average. EasyPark now displays Italian and English signs at all major Saba lots.
The cameras capture your plate. The fine (€83-103 / $90-112) is sent by mail to the rental company first, then to you, with a 5-10 % admin fee added. You can pay online within 60 days for a small discount.
Most blue stripes are free on Sundays and public holidays, but the ZTL Centro Storico stays active on Saturday afternoons. Always check the sign before parking.
Saba Stazione Termini (10 minutes' walk) or EUR Magliana (free, Metro B 2 stops). Direct street parking near the Colosseum is almost impossible.
Yes — fully electric vehicles can enter most Rome ZTL zones without registration. You still need to park legally outside the area on yellow stripes or in paid garages.
Yes if it's inside the ZTL. Send your number plate at least 48 hours before arrival. Hotels register you with the police for the duration of your stay.
EUR Magliana, Anagnina or Laurentina park-and-ride lots — free with a metro ticket. Saba Tiburtina is the cheapest covered option at €20 / $22 per day.
