Street parking in central San Sebastián costs €2.87 for the 90-minute maximum, Monday to Saturday; most zones are free on Sundays, and the Illunbe and Igara park-and-ride car parks are free every day. Bookable car parks start at €2.56 an hour at Kursaal by Zurriola beach. Before you drive into the centre with a foreign car, register it for the low-emission zone (ZBE). Street parking in Donostia / San Sebastián is regulated by the OTA, the city’s pay-and-display system. Each street has a maximum stay of 1.5, 3, 5 or 9 hours, shown on the OTA map and on the meter; the 90-minute zones are the ones closest to the centre and the most expensive. Around the centre there are 15 underground car parks with almost 6,000 spaces between them, and two free park-and-ride car parks on the edge of the city. The centre itself is a low-emission zone (ZBE) controlled by cameras, and foreign-registered cars have to be registered before they drive in.

The OTA covers the central districts and much of Antiguo, Amara, Loiola and Gros. The city’s tourism board gives one reference price: €2.87 for the full 90 minutes in the zones closest to the centre, which works out at about €1.91 an hour. Zones further out are cheaper and allow longer stays, but no official per-hour table for 2026 was available online when we checked, so we do not quote one. The meter shows the price before you pay. When your time runs out you must move the car; you cannot simply buy a second ticket for the same bay.

The tourism board publishes the Saturday morning start as 9:00 in English and 9:30 in Spanish, and hours vary by zone, so check the meter. You can pay with the ElParking app (free), a debit or credit card, or coins from 5 cents to €2.
The ZBE covers a small area of the city centre and has been in force since December 2024; according to local press, fines of €200 have been issued since March 2025. Cameras read number plates, so no sticker is needed. From 2025 to 2027 petrol and diesel cars and vans registered from 1 January 2006 may enter, and motorbikes registered from 1 January 2004.
Foreign-registered vehicles must apply for authorisation before entering, even if they meet the rules, and even hybrids and electric cars. The application asks for the number plate, vehicle type, registration date, fuel type and the registration document. If you have not registered, park outside the zone: Kursaal, Txofre, Plaza Cataluña, Atotxa, Estación, Pío XII, Arcco, Ondarreta and Zuatzu are all outside it, as are the park-and-ride car parks. A rental car with Spanish plates that meets the age rule needs no registration.
The city lists 15 underground car parks, all open 24 hours except Zuatzu (07:30–21:00). No official price list is published, so the prices below are the ones shown on Parclick when we checked; for the others, read the board at the entrance.

In the Antiguo district, entrance at Manuel Lekuona Kalea 5. About 12 minutes on foot to Ondarreta and La Concha beaches, and close to the Monte Igueldo funicular. The free option the city itself recommends is to leave the car on the edge of town and take the bus. Both car parks are open all year and outside the ZBE.

In summer the city also runs a shuttle bus from Illunbe to the centre; in 2026 it ran from 11 July to 31 August. Outside the OTA streets parking is free unless signs say otherwise, but in the central districts almost every street is regulated.
Parte Vieja (old town) and La Concha. Okendo, Boulevard, Kontxa and Buen Pastor are the closest car parks, but all four are inside the ZBE: fine for a compliant Spanish-plated car, not for an unregistered foreign one. Kursaal and Txofre in Gros are just outside the zone and a short walk across the Zurriola bridge.

Not in the city, which is compact and well served by buses. A car is useful for Getaria, Zarautz, Hondarribia and the Basque coast and inland villages. San Sebastián airport is in Hondarribia, about 20 km east.
