Zaragoza's parking system is built around the ORA zone (blue = visitors, green = residents). Hourly rates inside the ORA range from €0.85 to €1.45 / $0.93 to $1.58, with most paid garages charging €1.50-2 / $1.65-2.20 per hour and €18-22 / $20-24 per day. Free options exist in the Actur and Almozara districts, 15-20 minutes from Plaza del Pilar.
The city centre uses Spain's standard ORA system. Blue zones are for everyone and limited to 2 hours, green zones are mostly for residents with very small visitor quotas, and a few orange zones near hospitals enforce shorter limits. Enforcement is strict in the Casco Histórico, Centro and Universidad districts. The peripheral neighbourhoods (Actur, Almozara, San José) have lighter enforcement, with free parking only a metro stop away from the centre.
If you want to leave the car for more than two hours, an indoor car park is cheaper and safer than ORA. Saba and Parkia operate the largest ones in the central area.
