ZTL zones (Zone a Traffico Limitato) are the number one way tourists driving rental cars collect fines in Italy – one wrong turn into a historic centre and a camera silently records your plate. This guide covers the current 2026 rules for the 15 cities visitors drive to most: where each zone is, when it is active, what the fine costs, and – most usefully – where to park instead. Rules verified against official comune and mobility-operator sources in July 2026.

The one rule that matters: if you see a red circle sign with «Zona a Traffico Limitato» and an illuminated «varco attivo», do not drive past it. Cameras enforce automatically – there is no barrier, no warning, and no officer to explain yourself to.

How ZTL enforcement actually works

Every gate (‘varco attivo') has an ANPR camera photographing each plate during active hours; violations are auto-generated – nobody stops you and there is no warning.

Since the Dec 2024 Highway Code reform, repeated passages in the SAME ZTL on the same day count as ONE violation (different ZTLs or days = separate fines). Before the reform tourists commonly collected several fines per day.

With a rental car: The fine goes to the rental company, which names the driver (60 days) and charges an admin fee (~30-60 EUR) to your card; the re-notified fine can legally arrive up to ~15 months later (360-day foreign notification window).

The fine itself: Art. 7 c.14: 83-332 EUR, reduced ~30% to ~58 EUR if paid within 5 days of notification; no licence points for camera-detected entries.

Milan is different: Milan Area C: 7.50 EUR/day; since 1 Jan 2026 active 7 days a week 7:30-19:30. It is a congestion charge, not a classic ZTL – you may enter as long as you pay by midnight the next day.

Rome

Where: ZTL Centro Storico (Pantheon-Navona-Trevi) + separate Tridente, Trastevere, San Lorenzo, Testaccio zones.
Hours: Centro Storico Mon-Fri 6:30-18:00, Sat 14:00-18:00; night ZTL Fri-Sat 23:00-3:00 (off in August). Tridente Mon-Fri 6:30-19:00, Sat 10:00-19:00.
Fine: ~83 base (58.10 within 5 days) up to 332 + ~15 admin; per gate crossed.
Park instead: Saba Villa Borghese garage just outside the ZTL near Spagna; or metro A/B park&ride (Anagnina, Ponte Mammolo).
Hotel registers plate 24-48h ahead; covers check-in/out transit only.

Milan

Where: Area C congestion charge inside Cerchia dei Bastioni (~8.2 km2); Area B LEZ citywide (bans only older vehicles).
Hours: Area C 7:30-19:30 – from 1 Jan 2026 SEVEN days a week (was Mon-Fri). Area B Mon-Fri 7:30-19:30; most 2020+ rentals pass freely.
Fine: Area C non-payment ~95 (regularize 22.50 by day 7); ZTL violations 83-332.
Park instead: Skip Area C: ATM park&ride at metro termini (Lampugnano, Famagosta, San Donato) ~2-3 EUR/day. Area C ticket 7.50 EUR/day if you must drive in.
No hotel exemption – anyone can enter by paying 7.50 EUR by midnight next day.

Florence

Where: Whole historic centre (sectors A, B, O; F/G across the Arno for the night scheme).
Hours: Mon-Fri 7:30-20:00, Sat 7:30-16:00, Sun free. Summer ZTL Notturna (2 Apr – early Oct 2026): Thu-Sat nights ~23:00-3:00.
Fine: ~83 base (58.10 within 5 days) up to 332 + fees; each gate = separate fine.
Park instead: Villa Costanza P+R off the A1 (own motorway exit, 7 EUR/24h) + tram T1 to Santa Maria Novella ~22 min; or Parterre at the ZTL edge.
Hotel registers plate for the luggage-drop window; car must then leave the zone.

Venice

Where: Venice proper is car-free (drive only to Piazzale Roma/Tronchetto); ZTLs only in central Mestre around Piazza Ferretto (8 gates).
Hours: Mestre central ZTL 24/7. The signed blue ‘Venezia' route from A4/A57 bypasses all ZTLs.
Fine: ~83 base (58.10 within 5 days) up to 332; typical Mestre camera fine ~100-110 with fees.
Park instead: San Giuliano/Mestre lots 5-15 EUR/day + tram/train in; Tronchetto garage ~21-29 EUR/day (book ahead).
Relevant only for Mestre-ZTL hotels; island hotels unreachable by car anyway.

Bologna

Where: ZTL Centro Storico inside the old walls (17 camera gates); Zona T (Rizzoli/Indipendenza/Ugo Bassi), University zone (Piazza Verdi) and San Francesco-Pratello are 24/7; ZTL Ambientale adds emissions rules – from 1 Jan 2026 non-resident hybrids lose access.
Hours: Daily 7:00-20:00; Zona T / Universita / San Francesco-Pratello 24h.
Fine: 83-332 per gate (~58 within 5 days + fees).

Hours: Mon-Fri 7:30-10:30 working days only; Area Romana closed 21:00-7:30; ZTL suspended 10-23 Aug 2026.
Fine: 83-332 (~58 within 5 days + fees).

Where: ZTL Centro Storico – the medieval old town (caruggi) in 5 sectors, 11 camera gates incl. Via Garibaldi and Porta Soprana.
Hours: 24/7 every day – effectively never open to unauthorized cars.
Fine: 84-335 per violation (~58 within 5 days).
Park instead: Marina Porto Antico garage (next to the Aquarium) or Autosilo Piccapietra near Piazza De Ferrari, then walk in.
Hotels hold guest vouchers; paid ~11 EUR daily permit can be regularized within 48h via the hotel.

Palermo

Where: ZTL Centro Storico – the four historic mandamenti between Porta Nuova and Porta Felice; plus weekend-night ZTL and summer Mondello zone.
Hours: Mon-Fri 8:00-20:00 (Sun/holidays free); night ZTL Fri-Sat 23:00-6:00 winter, 20:00-6:00 May-Oct.
Fine: ~81-164 typical (national range 83-332; -30% within 5 days).
Park instead: AMAT Piazzale Ungheria garage ~200 m from Teatro Massimo, just outside the ZTL (~1.50/h day, ~1 flat overnight).

Bergamo

Where: ZTL Citta Alta e Colli – the walled upper town (gate at Porta Sant'Agostino) plus the Colli hills zone.
Hours: Thu-Sat 21:00-01:00 (DST months); NEW from 21 Jun 2026: Sundays/holidays continuously 10:00-24:00.
Fine: 83-332 (~58 within 5 days).

FAQ

What is a ZTL in Italy?
A Zona a Traffico Limitato is a camera-enforced restricted-traffic zone covering most Italian historic centres. Cameras photograph every plate that crosses an active gate; if your plate is not on the whitelist, a fine is generated automatically – no police officer stops you and you usually learn about it months later.
How much is a ZTL fine with a rental car?
The base fine is 83–332 € (about 58 € if paid within 5 days of notification). With a rental you also pay the company's admin fee of roughly 30–60 €, and the notice can legally arrive up to ~15 months after your trip.
Can my hotel let me drive into the ZTL?
In most cities yes – hotels inside the zone can register your plate for arrival and departure (send them your rental's plate in advance). Milan's Area C is the exception: no hotel exemption, anyone can enter by paying the 7.50 € daily charge. Short-term apartments usually cannot register plates.
Is one wrong turn one fine or many?
Since the December 2024 Highway Code reform, repeated passages in the same ZTL on the same day count as one violation. Different cities, different zones or different days are still separate fines.
How do I avoid ZTL fines completely?
Park outside the zone and walk or use transit – every city section above lists a tested car park. Set your navigation to avoid the centre, watch for the ‘varco attivo' signs, and never follow a local car through a gate.
