Rome’s Centro Storico ZTL is closed to cars without a permit Monday to Friday 6:30–18:00, Saturday 14:00–18:00 and on Friday and Saturday nights 23:00–3:00; driving through an active gate costs €83 to €332. Park outside instead: an ATAC park-and-ride costs €1.50 for 12 hours and SABA Villa Borghese €25 per day. This guide covers all five Rome ZTLs, the 2026 rule change for electric cars, hotel access and the car parks just outside the gates.

A ZTL (zona a traffico limitato) is an area where only vehicles with a permit may drive while the zone is active. Rome has five: Centro Storico, Tridente, Trastevere, San Lorenzo and Testaccio. Some are daytime zones, some only work at night, and Trastevere has both. Every entry point (varco) has a camera that reads number plates, and an electronic panel above the road shows VARCO ATTIVO (active: do not enter without a permit) or VARCO NON ATTIVO (not active: anyone may drive in). There is no barrier, so nothing stops you: the fine arrives by post.

Sunday is the easy day: none of the daytime zones is active, and the only night zones are Friday and Saturday (plus Wednesday and Thursday in Trastevere and San Lorenzo from May to October). Tridente sits inside the Centro Storico area and has longer hours, so a gate in Via del Corso can be active on Saturday morning when the rest of the centre is open. Hours can change for events and around Christmas: check the Roma Mobilità page or call the Numero Unico 06 57003 (Monday to Friday, 8:00–18:00) before you travel.
Under article 7 of the Italian Highway Code, driving into an active ZTL without a permit carries a fine of €83 to €332. No penalty points are deducted. The camera records the plate and the notice is sent by post. With a rental car, the rental company receives it first, passes your details to the police and usually charges its own handling fee, set in the rental terms; the fine itself follows weeks or months later. Rome does not publish how it counts several entries on the same day, so assume every gate you pass may cost you.
Roma Mobilità lists daily authorisations and temporary permits, but it does not publish a simple procedure for hotel guests on its public pages. Before you book, ask the hotel in writing whether it can arrange access for your number plate, for which gate and for which hours, and whether it has its own garage. If it cannot confirm this, plan to arrive when the zone is not active (for the Centro Storico: weekdays after 18:00, Saturday before 14:00, or Sunday), unload, and move the car to a car park outside the ZTL. Do not rely on your sat-nav: it routes you through active gates without warning.
The cheapest choice is an ATAC park-and-ride next to a metro station; the most convenient is a central garage just outside the boundary. Prices below were checked against the operators’ own pages.

Most ATAC park-and-ride car parks cost €1.50 for 12 hours and €2.50 for 16 hours; Cipro, Stazione San Pietro and Tiburtina, inside the railway ring, cost €2 and €3. In car parks without barriers you pay Monday to Saturday from 6:00 to 22:00. From Anagnina and Battistini, at either end of Metro A, you reach Termini, Spagna and Ottaviano without crossing a single ZTL gate by car.
Underground car park with 1,800 spaces on Viale del Muro Torto, outside the ZTL boundary. Walk through the Villa Borghese gardens to the Spanish Steps or Piazza del Popolo. Weekday tariff: €2.50 for the first hour, €3 per hour from the second to the eighth, €25 per day. Open 24 hours, height limit 2.1 m.
Small car park with 90 spaces in Prati, between Piazza del Popolo and St Peter’s. €4 per hour or €35 per day at the barrier; SABA sells a 24-hour online ticket for €22.90. Height limit 2.3 m.
Garages around Termini and the Colosseum are also bookable on Parclick, for example Esquilino (Via Giolitti 271/a, from €4 for 1 hour) and Supergarage Metronio (Via dell’Amba Aradam 31/A, from €5 for 1 hour), both checked on 15 October 2026. Before you book a garage close to the centre, ask whether its access road crosses a ZTL gate.
Spanish Steps, Trevi Fountain, Pantheon: SABA Villa Borghese and walk; all three sights are inside the ZTL.
Vatican and St Peter’s: Cipro park-and-ride or SABA Cola di Rienzo. The Vatican is outside the Centro Storico ZTL; see parking near the Vatican.

Not freely any more. Since 1 July 2026 electric and hydrogen cars need a permit, which costs €1,000 a year for drivers who are not otherwise entitled. They still park free in blue bays after registration.
Only if the hotel confirms in writing that it can arrange access for your plate. Otherwise arrive when the zone is off, for example on Sunday or after 18:00 on weekdays, unload and park outside the ZTL.
