Ultimate Guide to Easy Parking in Lisbon for Travelers

Stationnement à Lisbonne pour les voyageurs
Safe & CHeap parking
All locations

Lisbon is one of Europe's steepest and narrowest capitals — and one of the hardest for tourists to park. Blue-zone rates run €0.80-1.60/hour depending on the zone (ZL1 most central = most expensive), central covered garages cost €18-25/day, and the city's ZER (Zona de Emissões Reduzidas / Low-Emission Zone) blocks pre-Euro 3 petrol and pre-Euro 5 diesel cars from most of downtown on weekdays 07:00-21:00. This guide covers every zone, the best covered garages (SABA Chiado, Parque Saldanha, Parque Amoreiras), free parking at Belém and Parque Eduardo VII, the Telpark app, and how to avoid the three classic tourist fines.

Understanding Lisbon Parking Zones

Lisbon uses the EMEL system with three tiers: ZL1 (most central, highest rate), ZL2 (middle ring) and ZL3 (outer ring). Plus the ZER emissions zone on weekdays and a handful of pedestrian-only streets.

ZoneAreaCostHours
ZL1Baixa, Chiado, Bairro Alto€1.60/hrMon-Fri 09:00-19:00, Sat until 13:00
ZL2Campo de Ourique, Graça, Alcântara€1.20/hrMon-Fri 09:00-19:00, Sat until 13:00
ZL3Outer ring (Alvalade, Telheiras)€0.80/hrMon-Fri 09:00-19:00

ZER trap: The Low-Emission Zone (ZER) covers the entire downtown — Baixa, Chiado, Bairro Alto, Alfama, Graça. Pre-Euro 3 petrol and pre-Euro 5 diesel cars are banned Mon-Fri 07:00-21:00. Rental cars (Euro 6+) pass freely; older imports risk €120-500 fines automatically via plate recognition.

Blue-line meters in ZL1/ZL2 run Mon-Fri to 19:00 plus Sat mornings. ZL3 is weekdays only. Sundays and holidays are completely free on blue lines across all tiers.

Daily rate comparison

Cheapest covered: Parque Belém surface (€10/day). Cheapest underground: Parque das Nações (€15/day). Most central: SABA Chiado (€25/day). Best value with shopping: Amoreiras (2 hr free + purchase).

Covered vs open-air

Lisbon summer: 28-35°C plus bright Atlantic sun. Covered (SABA Chiado, Saldanha, Amoreiras) protects rentals from heat. For longer stays, covered worth the extra €5/day over surface.

Book Lisbon parking in advance: We use Parclick to reserve central garages. Booking saves 20-40% versus drive-in rates and guarantees space during Santo António festival (June) and summer high season.

Free Parking in Lisbon

Free parking exists but requires walking or using the metro.

Parque Eduardo VII (Marquês de Pombal)

Streets around Parque Eduardo VII have white-line parking (disc 2 hr). 10 min walk down to Avenida da Liberdade.

Belém / Torre de Belém

Free street parking along the Avenida Marginal from 15:00 onwards on weekdays and all day at weekends. 10 min walk to the Torre.

Campo Pequeno and Alvalade

Residential areas with free or cheap white-line parking. Metro direct to Baixa-Chiado in 15 min.

Sunday bonus: All blue-line meters in Lisbon are free on Sundays and public holidays. ZER is also inactive on Sundays, so older cars can drive through the centre. Park near Rossio or Praça do Comércio on Sunday morning for unrestricted access.

Paying for Parking: Apps and Meters

Two apps dominate.

Telpark

The most widely used parking app in Portugal. Works on all Lisbon EMEL meters. Registration in 2 min, pay by the minute, remote extension.

App advantage: Telpark's 15-minute expiry warning is essential during a long visit to the Jerónimos Monastery or Castelo de São Jorge.

MB Way

Portuguese banking app. Also pays EMEL meters if you have a Portuguese bank account. For tourists, Telpark is more direct.

Coin / contactless meters

Still on most streets. Contactless cards accepted widely. Keep €3-5 in €1/€2 coins as backup.

Parking by Area

Baixa / Chiado / Rossio

ZL1 most expensive. Best option: SABA Chiado (€25/day covered). Avoid street parking — constant turnover, aggressive enforcement.

Bairro Alto / Príncipe Real

Narrow streets unsuitable for larger cars. Park at SABA Chiado and walk uphill 5-7 min.

Alfama / Castelo

Steepest streets in Lisbon — do not attempt with larger cars. Park at Baixa (SABA Chiado) and take the 28 tram or elevator up.

Belém (Jerónimos, Torre, MAAT)

Surface parking at Parque Belém (€10/day) or free along Avenida Marginal at weekends. Train from Cais do Sodré takes 12 min.

Parque das Nações / Oriente

Modern district with abundant parking. Direct metro and train connections. Useful starting point if you're visiting Oceanário or Sky Bar.

“Arrumador” scam: Unofficial parking attendants in high-vis vests at tourist sites (Praça do Comércio, Belém) demand €2-5 for “watching your car”. Not official — the PSP advises ignoring them. EMEL enforcement is the only real risk.

Tips for Stress-Free Parking in Lisbon

  • Install Telpark before arriving and validate the card 24 h ahead.
  • Choose covered garages for rentals — Lisbon sun damages leather interiors.
  • Confirm your rental car is Euro 6+ to pass the ZER.
  • Park in Parque das Nações or Saldanha and take the metro — cheaper than ZL1 central parking.
  • Pre-book via Parclick for Santo António festival (June) and major concerts.
  • Don't drive older cars into the ZER weekdays — €120-500 fine via plate recognition.
  • Don't pay “arrumadores” in vests — they are not official.
  • Don't park in Alfama with a larger car — streets too narrow.
  • Don't leave valuables visible — break-ins in Baixa street parking.

2026 Parking Update

Lisbon City Council extends the ZER zone to include Campo de Ourique and Graça from April 2026. EMEL introduces dynamic pricing (surge pricing) in ZL1 during major events. Saturday afternoon paid parking may extend to 18:00 in ZL1 from June 2026.
