Lisbon is one of Europe's steepest and narrowest capitals — and one of the hardest for tourists to park. Blue-zone rates run €0.80-1.60/hour depending on the zone (ZL1 most central = most expensive), central covered garages cost €18-25/day, and the city's ZER (Zona de Emissões Reduzidas / Low-Emission Zone) blocks pre-Euro 3 petrol and pre-Euro 5 diesel cars from most of downtown on weekdays 07:00-21:00. This guide covers every zone, the best covered garages (SABA Chiado, Parque Saldanha, Parque Amoreiras), free parking at Belém and Parque Eduardo VII, the Telpark app, and how to avoid the three classic tourist fines.
Lisbon uses the EMEL system with three tiers: ZL1 (most central, highest rate), ZL2 (middle ring) and ZL3 (outer ring). Plus the ZER emissions zone on weekdays and a handful of pedestrian-only streets.
| Zone | Area | Cost | Hours |
|---|---|---|---|
| ZL1 | Baixa, Chiado, Bairro Alto | €1.60/hr | Mon-Fri 09:00-19:00, Sat until 13:00 |
| ZL2 | Campo de Ourique, Graça, Alcântara | €1.20/hr | Mon-Fri 09:00-19:00, Sat until 13:00 |
| ZL3 | Outer ring (Alvalade, Telheiras) | €0.80/hr | Mon-Fri 09:00-19:00 |
| White | Free parking with disc | Free | Max 2 hr |
Blue-line meters in ZL1/ZL2 run Mon-Fri to 19:00 plus Sat mornings. ZL3 is weekdays only. Sundays and holidays are completely free on blue lines across all tiers.
Five main covered garages serving the centre, each with its own catchment area.
Underground garage below Chiado, 2 min walk to Rossio and 5 min to Bairro Alto. Lift directly to street level. First-choice for the historic centre.
Large underground garage under Praça Saldanha. Direct metro connection (Red and Yellow lines). 10 min by metro to Baixa-Chiado. Best for business trips and if you want cheaper storage than ZL1 central.
Underground garage under Amoreiras Shopping Center. First 2 hours free with purchase (€10 min). 15 min walk to Praça do Comércio or direct bus/metro connection.
Large garage near Gare do Oriente station and Parque das Nações. Best if arriving from LIS (Red Line metro direct) or for Oceanário do Lisboa visits. Good daily rate.
Surface lot near the Jerónimos Monastery and MAAT museum. Fills by 10:30 in peak season. 5 min walk to the Padrão dos Descobrimentos and Torre de Belém.
SABA Chiado 4.2★ · Parque Saldanha 4.3★ · Amoreiras 4.4★ · Parque das Nações 4.3★ · Parque Belém 4.1★. Based on 1,500+ reviews each (April 2026).
Cheapest covered: Parque Belém surface (€10/day). Cheapest underground: Parque das Nações (€15/day). Most central: SABA Chiado (€25/day). Best value with shopping: Amoreiras (2 hr free + purchase).
Lisbon summer: 28-35°C plus bright Atlantic sun. Covered (SABA Chiado, Saldanha, Amoreiras) protects rentals from heat. For longer stays, covered worth the extra €5/day over surface.
Free parking exists but requires walking or using the metro.
Streets around Parque Eduardo VII have white-line parking (disc 2 hr). 10 min walk down to Avenida da Liberdade.
Free street parking along the Avenida Marginal from 15:00 onwards on weekdays and all day at weekends. 10 min walk to the Torre.
Residential areas with free or cheap white-line parking. Metro direct to Baixa-Chiado in 15 min.
Two apps dominate.
The most widely used parking app in Portugal. Works on all Lisbon EMEL meters. Registration in 2 min, pay by the minute, remote extension.
Portuguese banking app. Also pays EMEL meters if you have a Portuguese bank account. For tourists, Telpark is more direct.
Still on most streets. Contactless cards accepted widely. Keep €3-5 in €1/€2 coins as backup.

ZL1 most expensive. Best option: SABA Chiado (€25/day covered). Avoid street parking — constant turnover, aggressive enforcement.
Narrow streets unsuitable for larger cars. Park at SABA Chiado and walk uphill 5-7 min.
Steepest streets in Lisbon — do not attempt with larger cars. Park at Baixa (SABA Chiado) and take the 28 tram or elevator up.
Surface parking at Parque Belém (€10/day) or free along Avenida Marginal at weekends. Train from Cais do Sodré takes 12 min.
Modern district with abundant parking. Direct metro and train connections. Useful starting point if you're visiting Oceanário or Sky Bar.
Lisbon City Council extends the ZER zone to include Campo de Ourique and Graça from April 2026. EMEL introduces dynamic pricing (surge pricing) in ZL1 during major events. Saturday afternoon paid parking may extend to 18:00 in ZL1 from June 2026.
SABA Chiado (€25/day covered) is closest — 2 min to Rossio, 5 min to Bairro Alto. Cheaper alternative: Parque Saldanha (€18/day) + metro to Baixa-Chiado in 10 min.
Yes if it's Euro 3+ petrol or Euro 5+ diesel. Modern rental cars (2018+) all pass. Older imports or classic cars may be blocked — check the rental contract for Euro classification.
Yes, all blue-line meters are free on Sundays and public holidays. The ZER is also inactive on Sundays, so you can drive through Baixa without restrictions.
Telpark is the most widely used and works on all EMEL meters. MB Way is an alternative if you have a Portuguese bank account. Both allow remote extension of your parking time.
Parque Belém surface (€10/day) or free street parking along Avenida Marginal at weekends. Alternative: take the train from Cais do Sodré (12 min, €1.55) — no parking headaches.
Yes, white-line parking around the park edges (disc 2 hr). 10 min walk to Avenida da Liberdade and Marquês de Pombal. Good free alternative to ZL1 blue zones.
