From Estoril, Sintra's palaces are 20 minutes over the hills, Cabo da Roca 25, and Guincho's surf beach 15 – all toll-free. Lisbon is 30 minutes on the free Marginal or faster on the tolled A5. Electronic tolls can't be paid in cash, so take the transponder if you'll commute to Lisbon by motorway.
A shoulder-season economy week booked a month ahead runs roughly €120–190 with basic cover. Add ~€35 of fuel for a week of Sintra–Cascais–Guincho exploring – distances on this coast are tiny.
Not for the beach and casino strip – the train to Lisbon and Cascais is excellent. A car earns its keep for Sintra, Cabo da Roca, Guincho and the west-coast beaches.
On arrival: the airport – more competition, better prices. Mid-stay: the coast desks (Avis, Ausocar) save you a trip into town.
